Program History: 1983 Established as a non-profit.
1984 - Present. Under contract with City of Philadelphia?s Office of Services to Homeless & Adults.

1989 - Present. 34 single family homes for transitional housing.

1991 - Present. Under contract with PA Department of Corrections.

1992 - Present. Working in cooperation with HUD providing services to homeless veterans.

1994 - 1996. Under contract with Federal Bureau of Prisons.

Program Objective: Safe & clean custodial environment providing rehabilitation of former offenders to successfully return clients to society.

Need Assessment: Overcrowded prisons
Prohibitive cost to public
Providing a bridge for parolees to re-entering the community

Population Served: Pre-Release/Parole Holdover/Half-Way back/CODAAP clients

Program Philosophy: Providing a bridge from prison to society
Rehabilitation not recidivism
